近年来,随着新精神活性物质种类不断增多,列管速度不断加快,对新精神活性物质风险评估提出了迫切需求。新精神活性物质风险评估是依照一定的程序,采用科学的方法,对新精神活性物质可能的危害和危害程度进行综合评估,形成重要科学依据论证是否列入管制。新精神活性物质风险评估的原则包括:风险的双重定义、风险的独立性、物质的潜在用途、参照已知的物质、数据的质量、权衡可靠性和相关性等。新精神活性物质风险评估机制构建应以新精神活性物质技术报告为基础,建立新精神活性物质风险评估方法,制定新精神活性物质风险评估程序,组建新精神活性物质风险评估专家组,并形成新精神活性物质风险评估报告。
