大国崛起背景下的美国语言战略及启示

Study and Enlightenment of the American Language Strategies During the Rise of the Country

党的十九大确立了未来五十年的发展目标,中国特色社会主义进入新时代,中华民族伟大复兴中国梦开启新征程。在这个大背景下,中国加速向一流强国迈进,话语权对中国崛起至关重要。从美国的经验看,语言战略是大国崛起构建硬实力和软实力的重要支撑和保障性力量。目前,我国语言战略研究还未受到广泛重视,语言战略如何支撑大国崛起的讨论更是鲜见。从宏观、中观、微观三个层面研究和分析美国崛起过程中(1945—2000年)各项配套语言政策的设计、规划和实施情况,借助具体的语言政策和措施,解读美国的语言战略,这对我国建构前瞻性语言战略,服务国家复兴具有很强的借鉴意义。

With the 19th National Congress of the Communist Party of China of the Party setting up the national developmental goals for the next 50 years,the construction of socialism with Chinese characteristics has entered into a new era and China Dream is about to start.It is against this background that China is accelerating to become a leading power in the world.The discourse power is vital to the rise of China.From the developmental processes of the United States,it seems clear that the language strategy is an important support and protective force for a nation with rising power.At present,the study of language strategy in our country has not yet received much attention.Little discussion is made on how a language strategy can support the rise of a great power.This paper argues that it is beneficial to analyze and interpret the design,planning and implementation of various supporting language policies in the process of the rise of the United States(1945-2000)from three levels,namely,the macro,meso,and micro levels.It’s important and rewarding for our country to construct foreseeing language strategy based on the language strategy developed in the US on its way to becoming a great nation.It is a vital step for our national rejuvenation.
