Research on the Pre-assessment of Investment in Technical Reform Projects Under the New Electricity Reform

为研究新电改下技改类项目的投入效益情况,根据指标体系构建原则建立技改类项目前评估指标体系,运用多种方法对指标进行赋值,进而利用主客观结合的方法确定指标的权重,最后运用线性加权综合评价方法进行评价。通过分析表明,在新电改的背景下,技改类项目对经济与安全的保障方面的期望很高,在风险性与政策性方面项目仍有一定的提升空间,故技改类项目在后期的实施过程中应在保证项目经济性的同时兼顾政策性和风险性,并且注重战略层面方面的进一步的提升。

In order to study the input benefit of technical projects under the new electric transformation,a pre-evaluation index system of technical renovation project is established according to the construction of the index system,and various methods are used to assign the indexex,and then the weights of the indexes are determined by combining subjective and objective methods.Finally,the linear weighted comprehensive evaluation method is used for evaluation.Through analysis,in the context of the new power system reform,technical transformation projects have high expectations for economic and security protection.There is potential to be further developed from risk management and policy aspects.Therefore,in the later implementation process,the technical transformation projects should ensure the economics of the project while taking into account the policy and the risk.Further improvements on the strategic aspects should be paid attention to.
