初探“APCD”工作法分析环节模型搭建

Preliminary Exploration on the Mode Construction of the Analysis Link of "APCD" Work Method

卷烟零售市场监管是烟草专卖管理部门的主要工作任务。近年来,国家全面推广应用“APCD”工作法,各单位针对“A”环节的模型搭建均进行了有益探索。目前,从各地的“APCD”工作法运行情况看,均存在指标选取不合理、分析重点不明确等问题,严重影响了分析模型搭建工作的开展,进而影响“APCD”工作法的有效落实。针对分析环节模型搭建过程中存在的问题,论文就如何搭建“APCD”工作法分析模型进行了积极探索和研究。

The supervision of the cigarette retail market is the main task of the tobacco monopoly management department.In recent years,the "APCD" working method has been widely applied in China,and all departments have made beneficial explorations on the mode construction of "A" link.At present,according to the operation of "APCD" working method in various places,there are some problems,such as unreasonable selection of indicators and unclear analysis focus,which seriously affect the development of analysis mode construction,and further affect the effective implementation of "APCD" working method.In view of the problems existing in the mode construction process of the analysis link,this paper actively explores and studies how to construct the analysis mode of "APCD" work method.
