摘要
班组安全文化是企业文化的重要组成部分。煤矿班组安全文化建设包括班组长能力建设、班组作风建设、安全制度建设、行为规范建设和职工素质建设等方面。在煤炭企业,科技发展和职工素质形成反差、生产组织和安全管理发生冲突、区队统筹和自主管理存在扭曲、工作形式和实际效果出现偏离等问题日益凸显,致使班组安全文化建设难以深化。分析认为,必须普及“终身学习,全员学习”的班组理念;培养“令行禁止,精准执行”的执行文化;推行“区队放权,班组自治”的管理模式;营造“亲情感化,群防群治”的工作氛围,才能使班组安全文化落地生根,企业有旺盛的生命力,才能实现安全发展。
Team safety culture is an important part of corporate culture.The team safety culture construction of coal mine includes the team leader’s capacity construction,team style construction,safety system construction,behavioral norm construction and staff quality construction.In coal enterprises,due to the contrast between the development of science and technology and the quality of workers,the conflict between production organization and safety management,the distortion of district team co-ordination and self-management,and the deviation of work form and actual effect,it is difficult to deepen the construction of team safety culture.The analysis shows that only by popularizing the concept of“lifelong learning,full learning”,cultivating the execution culture of“executing orders,precise execution”,promoting the management mode of“decentralization of powers,autonomy of teams”,and creating the working atmosphere of“influence by love,mass prevention and mass management”,so that the team safety culture can develop and the enterprise can have vigorous vitality and achieve safety development.
