基于矿工不安全行为的煤矿生产事故分析及对策

Countermeasure and Analysis on Accidents of Mines Based on Staff’s Unsafe Behaviors

为了研究我国煤矿安全生产事故产生的原因,以2001—2015年煤矿生产事故及其产生原因进行分析。通过对不同类型生产事故尤其是重大安全事故产生的原因进行统计,矿工不安全行为导致的生产安全事故占比达到97%以上,因此对矿工不安全行为进行研究对降低我国煤矿生产事故具有重要意义。最后,根据我国煤矿当前的发展水平及从业状态,基于风险预控管理理念,提出了煤矿安全生产管理的新思路。

In order to study the cause of production accidents,a statistic analysis is made for coal mines accidents in China from 2001 to 2015.According to the statistics of the causes for different types of production accidents,especially major safety accidents,the proportion of production safety accidents caused by staff's unsafe behaviors is over 97%.Therefore,it is of great significance to study the unsafe behaviors of miners for reducing coal mine production accidents in China.Finally,according to the current development level and employment status of China's coal mines,based on the concept of risk precontrol management,a new idea of coal mine safety production management is put forward.
