当前,中日韩合作面临难得的机遇期。朝鲜半岛形势总体缓和,为推进区域合作创造了良好的环境。南北首脑三次会晤并签订系列协议文件,为双方合作奠定了制度基础。朝美矛盾有所改善,提振了各方推进半岛无核化与和平机制构建并行的信心。中朝、中韩、中日关系积极向好,利于区域合作深入发展。展望未来,中日韩合作依旧充满挑战,首要面临的问题是美朝互信不足,推动无核化谈判面临不确定性。美朝政策骤变随时可能重新干扰地区合作进程。韩日矛盾、中日竞争如不能妥善处理,也将影响中日韩三方合作深度。鉴此,三国合作依旧要把维护稳定的地区环境放在首位,努力推进朝美、朝韩对话取得新进展。积极创新合作思路,拓宽合作领域,不断推进中日韩务实合作,夯实三国关系基础。探索合作新途径,共同开辟第三方和第四方市场。持之以恒推进地区国家间互信建设,创建地区安全合作机制。

Currently,China-Japan-ROK cooperation faces a rare opportunity period. The overall situation on the Korean Peninsula has eased and created a good environment for promoting regional cooperation. The North and the South held three summits and signed a series of agreement documents,laying the institutional foundation for cooperation between the two sides. The relation between the DPRK and the United States has been improved,boosting the confidence of all parties in promoting the denuclearization of the peninsula and the construction of a peace mechanism. The improvement of China-DPRK,China-ROK,and China-Japan relations is conducive to the in-depth development of regional cooperation. Looking into the future,China-Japan-ROK cooperation is still full of challenges. The first problem is the lack of mutual trust between the United States and the DPRK,with the uncertainty in the denuclearization negotiations. The possibility of sudden changes in the U.S. and DPRK policies would interrupt the regional cooperation process at any time. If the conflict between ROK and Japan and Sino-Japanese competition could not be properly handled,it would also affect the depth of cooperation between the three parties. Therefore,the three countries must put maintaining regional stability in the first place,and strive to promote new progress in the dialogue between the DPRK and the United States and between the DPRK and the ROK. Actively innovate cooperation ideas,broaden cooperation areas,continuously advance pragmatic cooperation between China,Japan and ROK,and consolidate the foundation of their relations. Explore new ways of cooperation and jointly develop third-party and fourth-party markets. The three countries should continue to promote mutual trust between countries in the region and jointly create a regional security cooperation mechanism.
