乡村振兴战略下村干部的胜任力模型构建与应用——来自广东、广西、云南三省423个样本的分析 被引量:21

摘要 根据胜任力相关理论,结合村干部的职位特征和调研数据,利用因子分析法提取村干部鉴别性胜任力5大维度34个指标分别是:执行能力、一般能力、工作态度、个性特质和经历与经验,以及工作绩效3大维度19个指标分别是社会绩效、经济绩效和政治绩效。基于423个样本数据测评现阶段村干部胜任力水平的实际差距,采用回归分析检验村干部鉴别性胜任力对工作绩效的影响关系。结果表明:在控制相关变量后,村干部的工作态度和个性品质每提高1%,社会绩效可分别提升0.210%和0.325%;经历经验与执行能力每提高1%,经济绩效可分别提升0.151%和0.131%;一般能力每提高1%,政治绩效提升0.180%,控制变量经济发展水平和财政拨款情况对村干部工作绩效均具有显著正向影响。据此从村干部的甄选、考核和培训等方面提出可操作性的政策建议。 According to the theory of competency,combined with the position characteristics and research data of village cadres,the factor analysis method is used to extract the five dimensions of the village cadres dis?criminatory competency.The 34 indicators are executive ability,general ability,work attitude,various traits and experiences and experience,as well as work performance of three dimensions and 19 indicators of social performance,economic performance and political performance.And 423 sample data were analyzed to measure the actual gap in the level of competency of village cadres at the current stage,and regression analysis wasused to test the discriminatory competence of village cadres and its impact on their job performance.The resultsshow that after controlling the relevant variables,the work attitude and personality quality of the village cadrescan be increased by 1%;the social performance can be increased by 0.210% and 0.325% respectively;foreach experience increase and the execution ability can be increased by 1%,the economic performance can beincreased by 0.151%;and 0.131%;for every 1% increase in general ability,political performance is increasedby 0.180%;and the economic development level of control variables and financial allocation have a significantpositive impact on the performance of village cadres.Finally,it puts forward operational policy recommenda?tions for the selection,assessment and training of village cadres.
