社会组织承接政府购买公共体育服务的路径与策略 被引量:46

摘要 为探索体育社会组织承接政府购买公共体育服务的实践路径,采用文献调研、逻辑分析等研究方法从社会组织角度,探讨体育社会组织承接公共体育服务过程中的购买主体、方式、内容、支出、责任及其相互关系,并从购买、承接及受益的不同角度剖析影响其承接的主要因素。研究认为,体育社会组织承接政府购买公共体育服务可选择全面响应、补其短板及精准定位策略,而承接过程应从需求整合与需求导向着手,进行内部建设与对外公关,引入“公益孵化”与“民资暖巢”等举措。在此基础上,通过并举、齐抓及共建形成合力,以“点-线-面”三层次融合推进共生网络,建立组织间友好伙伴关系,形成体育社会组织承接政府购买公共体育服务的新思路。 Social forces participating in the government’s purchase of public services has become a hot topic nowadays.In order to explore the practical path of the sports social organization undertaking the government’s purchase of public sports services,research methods such as literature research and logic analysis are adopted.From the perspective of social organization,this article probes into the purchasing subject,mode,content,expenditure,responsibility and their relationships in the process of sports social organization undertaking public sports service,and analyses the main factors influencing its undertaking from different angles of purchase,acceptance and benefit.The study suggests that sports social organizations can choose comprehensive response,make up for their shortcomings and precise positioning strategies to undertake the government’s purchases of public sports services,the process of acceptance should start with demand integration and demand orientation,carry out internal construction and external public relations,and introduce measures such as“public incubator”,“People’s capital warm nest”and other initiatives.On this basis,through joint efforts,joint efforts and joint construction,the symbiotic network will be promoted by the integration of“point-linesurface”three levels,and the friendly partnership among organizations will be established to form a new idea for sports social organizations to undertake the government's purchase of public sports services.
