新时期治水理念下新疆水利规划编制对策研究

Countermeasures and Suggestions for Water Conservancy Planning in Xinjiang Under the Concept of Water Control in the New Period

利用趋势分析法对新疆近20 a已完成的水利规划中水资源开发利用量等问题进行分析,总结得出近期恰逢丰水年掩盖了水资源供需矛盾、经济社会需水量预测基数及增长速度偏小、综合规划中灌溉面积底数不清、规划对供水安全和生态保护关注程度相对较弱等问题。以新时期治水理念为指导,提出与“多规合一”空间信息管理平台对接,开展规划修编工作,统筹规划构筑水安全设施网络,切实保障供水安全和生态安全等对策和建议。

This paper adopted trend analysis method to analyze the water resources development and utilization issues in Xinjiang completed water resources planning in recent 20 years.It is concluded that the recent abundant water year conceals the contradiction between supply and demand of water resources,the small forecasting base and growth rate of economic and social water demand,the unclear base of irrigation ar?ea in comprehensive planning,and the relatively weak attention paid to water supply security and ecological protection in planning.Guided by the concept of the new era and docking with the“multi?conformity”spatial information management platform,this paper put forward some countermeasures and suggestions on carrying out planning and compilation work,overall planning and construction of water safety facilities network,and ensuring water supply security and ecological security.
