辽宁省公共文化服务体系模式创新研究

Mode Innovation of Public Cultural Service System in Liaoning Province from the Perspective of Cultural Governance

公共文化服务体系是现阶段国家为了适应社会发展需要、满足人民群众日益增长的文化需求而提出来的,是突出强调均等性、基本性、公益性和便利性的一种新型公共文化治理模式。辽宁省在推进全域公共文化服务体系建设,尤其在创建国家级、省级公共文化示范区的过程中,在硬件建设、服务内容、活动开展及服务模式上都取得一定的成绩。辽宁省公共文化服务建设中存在服务设施陈阳、服务样式单一、人才队伍建设滞后等问题。解决这些问题需要在文化品牌的特色打造、服务供给的多元性、服务模式的多样化等方面进行了颇有借鉴意义的模式创新尝试。

Public cultural service system is put forward by the state at the present stage in order to meet the needs of social development and meet the growing cultural needs of the people.It is a new public cultural governance mode that emphasizes equality,basic nature,public welfare and convenience.Liaoning province has made certain achievements in hardware construction,service content,activity development and service mode in promoting the construction of the all-region public culture service system,especially in the process of establishing national and provincial public culture demonstration areas.At the same time of analyzing and solving the existing problems in the construction of public cultural services,this study makes some model innovation attempts in the aspects of building cultural brands’characteristics,providing diversified services and diversifying service modes.
