常州市卫生监督“双随机”抽查工作现状分析及对策探讨

Current Situation Analysis and Countermeasure Discussion of "Double Random" Spot Inspection of Health Supervision in Changzhou City

目的了解常州市卫生监督“双随机”抽查工作的现状,分析存在的问题,为探讨完善卫生监督“双随机”抽查工作模式提供科学依据。方法采用现况调查方法,通过分析2018年常州市卫生监督“双随机”抽查工作数据,分析卫生监督“双随机”抽查工作存在的问题,并探讨相应的对策。结果2018年常州市国抽“双随机”全年共计抽查单位1 448家,其中,公共场所1 045家,占比72.17%;任务完成率73.83%,完结率100%,其中公共场所任务完成率为67.75%;立案查处40起,处罚率为3.74%;常州市所公共场所“双随机”抽查任务卫生监督员的组合数最多有21种,最少有7种。进一步分析了卫生监督“双随机”抽查工作中存在的问题;并探讨了相应的对策。结论建议加强卫生监督“双随机”抽查的顶层设计,科学抽取、合理分派及统筹安排“双随机”抽查任务,加大卫生监督信息系统的维护,加大卫生监督员的培训力度,加强“双随机”抽查结果的应用。

Objective To understand the present situation of the double random inspection of health supervision in Changzhou and to analyze the existing problems in order to provide scientific basis for exploring to perfect the work mode of double random inspection of health supervision.Methods Through using the method of current situation investigation,the problems existing in the double random work of health supervision in Changzhou were analyzed by analyzing the data of the double random inspection of health supervision in Changzhou in 2018,and the corresponding countermeasures were discussed.Results In 2018,a total of 1448 companies were selected in the double random national lottery in Changzhou,including 1045 public places,accounting for 72.17%.The task completion rate was 73.83%,and the task end rate was 100%,among which the task completion rate of public places was 67.75%.40 cases were punished,with a penalty rate of 3.74%.And there are at most 21 and at least 7 combinations of health supervisors with double random tasks of public places executed by Changzhou Health Supervision Institute.Moreover,the health supervision double random inspection problems were further analyzed,and the corresponding countermeasures were discussed.Conclusion It was suggested to strengthen top-level design of the double random inspection of health supervision,to scientifically extract,reasonably assign and arrange double random inspection tasks,to strengthen the maintenance of health supervision information system,to strengthen the training of health supervisors,and to strengthen the application of double random inspection results.
