山东省公路交通综合养护总承包模式的探索与实践

Exploration and practice of the general contracting mode of comprehensive maintenance in Shandong Province

通过分析当前养护管理模式现状及存在的问题,探索出一种创新的综合养护总承包模式。分析了该模式的优势,并首次创新性的在养护总承包中加入养护综合后评价体系,对养护工程总承包管理及实施效果进行全过程后评价。通过对所辖数条公路的实践,实现了检测评价、勘察设计、施工、养护综合后评价等四大方面养护工作全过程的无缝链接,形成了一套科学高效的全产业链的养护管理体系和一整套综合养护总承包模式的技术文件,取得了较好的效果。

By analyzing the status and existing problems of highway maintenance management patterns,this paper explores an innovative comprehensive maintenance general contracting pattern,analyzes the advantages of this pattern,and adds the innovative comprehensive post-evaluation system to the maintenance contracting for the first time.The overall contract management and implementation effects of the maintenance project will be evaluated after the whole process.Through the practice of several highways under its administration,the seamless link between the four aspects of maintenance and inspection,such as inspection and evaluation,survey and design,construction,and comprehensive post-evaluation,has been realized,forming a scientific and efficient maintenance management system for the whole industry chain.The system and a set of technical documents for the comprehensive maintenance general contracting pattern have achieved good results.
