长安镇“十三五”节能工作探析

Analysis on energy conservation in the 13th five-year-plan for Chang’an

对长安镇节能现状进行分析,2015年长安镇三产结构为0.2:63.7:36.1,第三产业比重一直徘徊在36%,三产比重偏低;长安镇全社会综合能源消费量110.54万吨标准煤,单位GDP能耗为0.276吨标准煤/万元,为全市单位GDP能耗平均水平的60.93%。工业用电量占全社会用电量的78.89%。长安镇可挖掘节能空间收窄,节能降耗压力进一步加大。对“十三五”节能方向从优化经济结构转型、调整优化能源结构、扎实推进工业节能、夯实管理节能提出相应对策,为长安镇实现“十三五”节能目标提供有力支撑。

Investigating the status quo of energy-saving in Chang'an Town.In 2015,the industrial structure of Chang'an is 0.2:63.7:36.1 for the three economic sectors.The output of the service sector is seriously low,lingering around 36%.Chang'an's comprehensive energy consumption totals up to 110.54 million tons of standard coal.Its energy consumption per unit of GDP is 0.276 tons of standard coal per ten thousand yuan,which is 60.93%of that for Dongguan City.The electricity consumption of industry accounts for 78.89%of the overall electricity consumption.All of the above statistics point to the narrowing of the energy-saving room and the growing pressure of energy saving.To address these challenges,this paper studies potential solutions from four perspectives:optimization of economic restructuring,optimization of energy structure,promotion of industrial energy efficiency,and strengthening the management of energy saving.These solutions together will help realize the energy saving goal in the 13th five-year-plan for Chang'an.
