India’s Cyber Security Mechanism:Practice,Current Situation,and Future

目前印度已经建成了以总理办公室为枢纽,以内政部、电子与信息技术部和国防部下属子部门为支柱的治理机制。由于刚建立不久,该机制存在着诸如机构建设碎片化,缺乏军政整合的整体战略等缺陷。按照当前的发展趋势,印度政府将来可能会在完善网络安全立法、更新国家网络安全政策、加快机构职能整合等方面加强既有机制建设。

India’s cyber security governance mechanism put PM Office as the hub with the departments subordinate to the Ministry of Home Affairs,Ministry of Electronics and Information Technology and Ministry of Defense as spokes.Such a mechanism is suffering from certain defects such as institutional fragmentation and the lack of political-military integration.The Indian government may strengthen the existing mechanism by improving cyber security legislation,updating the national network security policy,and accelerating the integration of institutional functions.
