规范引导与争论:金砖国家参与全球治理研究

A Research on BRICS’ Participation in Global Governance From the Perspective of Norm Guidance and Debate

文章主要从规范争论着手探索金砖国家(BRICS)参与全球治理行为的转变,以历次金砖国家领导人正式与非正式会议的联合声明为分析文本,以第五次领导人会晤为界,将金砖国家的行为划分为适当性逻辑指导下的行动和争论性逻辑指导下的行动两个阶段,分析了金砖国家在这两个阶段中行为转变的动因。结果表明,金砖国家实力崛起的过程带来了全球治理体系权力的分散和转移,为金砖国家进一步参与全球治理和发展提供了有利的国际环境。在对自身认知的基础上,金砖国家行为由规范引导向规范适应转变。金砖国家在参与国际金融安全治理中呈现出社会化特征,不断内化现有的规范,并在此规范的指导下行动;在争论性逻辑的引导下,金砖国家对现有国际规范的有效性提出批判和探讨,并不断寻求构建更好、更平等的国际金融安全治理的新体系。

In order to explore the transition of BRICS’participation in global behaviors,this article begins with the norm debate,taking all the previous joint statements of formal and informal meetings of BRICS leaders as the texts for analysis,and taking the fifth summit meeting as the sector to divide the behavior of BRICS countries into two stages:behavior guided by the logic of appropriateness and behavior guided by the logic of argumentation,and then analyzes the causes of BRICS’transition in the two phases.The result shows that the rising of BRICS countries has brought about the dispersion and transfer of the power of the global governance system,which has provided a favorable international environment for further participation and development of BRICS countries.Based on this,BRICS countries transit their behavior from norm guidance to norm adaptation in terms of their own perception.Guided by the logic of appropriateness,BRICS countries have shown social characteristics in their participation in the governance of international financial security.They have continuously internalized the existing norms and acted under the guidance of the norms.Guided by the logic of argumentation,BRICS countries have criticized and discussed the effectiveness of the existing international norms,and continued to pursue a more equitable system for international financial security governance.
