新时期河湖生态流量确定与保障工作的若干思考

保障河湖生态流量对维护国家水安全、生态安全及国家安全意义重大。特殊的国情水情和特定的发展阶段,决定了我国当前河湖生态流量保障面临巨大压力。如何科学合理地确定不同区域不同类型河湖生态流量目标,是当前及今后一个时期生态流量保障和水资源管理领域的重大课题。在总结国内外有关生态流量研究进展基础上,结合新时期新要求,明晰了生态流量概念和内涵,厘清了生态流量确定的思路,提出了不同区域不同类型河湖生态流量确定的准则,为下一步推进生态流量保障工作提供了参考。

Safeguarding ecological flow of river and lake is of great significance to sustain water security,ecology security and national security.Special water and national conditions give a big pressure to the current protection of river and lake ecological flow in China.How to define the targets of ecological flow of different types of rivers and lakes in various regions shall be a major subject of water resources management at present and future.The concept and connotation of ecological flow have been clearly specified in line with the requirements of the new period and review of research progress of ecological flow both home and abroad.Principle and criteria of defining ecological flow of different types of rivers and lakes in various regions are proposed by clarifying up ideas,so as to provide a base for safeguarding ecological flow.
