The present situation, problems and countermeasures of the utilization of non-conventional water resources

非常规水源被誉为保障经济社会发展的第二水源。近年,尤其是党的十八大以后,国家高度重视非常规水源利用,对再生水利用提出明确要求。系统分析了非常规水源利用现状、存在的突出问题及其原因,建议加快构建以配额制为核心的非常规水源利用扶持政策体系,切实推进非常规水源利用,为保障国家水安全提供支撑。

Non-conventional water resources are regarded as the second water source that could guarantees economic and social development.In recent years,especially after the 18th National Congress of the Communist Party of China,the government has attached great importance to the utilization of non-conventional water resources and announced specific requirements on the utilization of reclaimed water.Based on the systematic analysis of the current situation of non-conventional water utilization,the existing prominent problems and the causes,it is suggested to accelerate the establishment of the supporting policy system of non-conventional water utilization with quota system as the core,promote the utilization of non-conventional water and provide support for national water security.
