清代河防腐败问题及其治理研究

Research on the Corruption and Its Countermeasures in River Conservency in the Qing Dynasty

腐败问题造成清代河防河工修守失时、工程质量低劣,清廷投入巨资却收效甚微。为治理河防腐败问题,清朝采取了制定法规条例、加大惩贪力度、裁汰冗官冗员等措施,但这些举措或并未在实践层面真正得到落实,或执行了一段时间又再次松懈,导致腐败问题一直未能得到有效遏制。

The problem of corruption has been plaguing the river conservency in the Qing Dynasty,resulting in disordered river work,poor quality of engineering,and little success in investing huge sums of money.In order to solve the problem of corruption,the Qing Dynasty adopted measures such as enacting laws and regulations,increasing punishment for corruption,and eliminating redundant staff.However,these measures have not been implemented in practice,resulting in the failure to effectively manage corruption.
