毒品犯罪问题作为世界性问题,始终具有复杂性。于南美洲地区而言,在地理环境、政治格局、文化传统的交织影响下,毒品问题异常严峻且具有典型性。在毒品犯罪的打防管控进程中,如何正确处理经济模式转型冲突、历史文化矛盾冲突、政治格局斗争冲突,成为目前南美禁毒斗争中不可避免的问题。对我国而言,随着经济的发展,文化冲击的加剧,我国从单一的毒品消费国也几经异化,呈现多种模式并存之态。学习和借鉴南美洲各国对于毒品犯罪案件打防管控的经验和教训,对于我国毒品治理工作大有裨益。

As a worldwide problem,drug crime always has its complexity.For South America,the drug problem is extremely severe and typical under the influence of its geographical environments,political patterns and cultural traditions.In the process of prevention and control of drug crimes,how to properly deal with the conflicts in economic model transformation,historical and cultural conflicts and political conflicts has become an inevitable issue in the current anti-drug struggle in South America or China.With the development of economy and the intensification of culture shock,China has gone through alienation from a single drug consumer to a state of coexistence of multiple modes.Learning and using for reference of the experiences and lessons of South American countries in preventing and controling drug crimes is of great benefit to China's drug control work.
