基于集中居住的乡村基层社会治理——以湖北京山马岭积分制管理为对象

Rural Grass-roots Social Governance Based on Centralized Residence:Focusing on the Scores-based Management System in Maling Village,Jingshan County,Hubei Province

针对集中居住的特点,湖北省荆门市京山县罗店镇马岭村实行村民积分制管理。积分制的加分项包括美德实践类、积极进取类、环境友好类、团结和谐类、平安建设类等五大类34小项,扣分项为乱扔垃圾、与邻居争吵等七方面,并采取建立每户积分卡和积分台账、制定兑换办法、奖励表彰先进等措施。积分制的实施加强了村民团结互助,培育了村民规范意识,提升了乡村治理水平,营造了进取、关爱、奉献、美丽、平安的村居环境和良好的社会新风尚,在乡村基层社会治理中取得了较好的效果,为乡村治理的自治、法治、德治“三治融治”的具体体现。

In view of the characteristics of centralized residence,a scores-based management system is adopted in Maling Village,Luodian Town,Jingshan County,Jingmen City,Hubei Province.The bonus points the villagers can be rewarded with include 34 items in five categories,such as virtue practice,positive attitude to the pursuit of happy life,environmental friendliness,solidarity and harmony,and peace building in the neighborhood.On the contrary,if they misbehave in the seven categories such as littering and quarreling with neighbors,they will lose corresponding points.Besides that,the villagers take measures such as establishing an account of scores for each household,formulating methods of exchanging points,and rewarding the advanced household with bonus points.The implementation of the scores-based management system has strengthened the villagers’ solidarity and mutual assistance,fostering their awareness of following the rules,improving the level of rural governance,and creating an enterprising,caring,dedicated,beautiful and peaceful village environment and a good new social trend.The scores-based management system has achieved good results in the rural grassroots social governance,and it is a concrete manifestation of the integration of selfgovernance,rule of law and rule of virtue.
