美国高校智库对政府决策影响研究——以莱斯大学贝克公共政策研究所为例

Research on the Impact of American University Think Tanks on Government Decision-making——Taking Rice University Baker Public Policy Research Institute as an Example

美国高校附属智库(以下简称高校智库)建设起步较早,在政策研究方面为美国政府决策提供显著支撑。在目标定位上相比中国高校智库更加面向政府决策,这就决定了其政策思想、科研成果更容易对政府决策施加影响。文章以莱斯大学贝克公共政策研究所为例,从其目标定位、组织结构、资金来源体系以及研究领域与项目计划等方面系统分析其影响政府决策的路径和规律,以期为提升中国特色新型高校智库服务政府决策能力方面提供借鉴。

The construction of the affiliated think tanks of American colleges and universities(hereinafter referred to as the think tanks of higher education institutions)started earlier and provided significant support for US government decision-making in policy research.Compared with the Chinese university think tanks,the Chinese university think tanks are more oriented to government decision-making,which determines that their policy ideas and scientific research results are more likely to influence government decision-making.Taking the Rice University's Baker Institute for Public Policy as an example,this paper analyzes the path of its influence on government decision-making from the aspects of its target positioning,organizational structure,funding source system,research field and project plan,etc.,in order to provide reference for improving the capacity of Chinese university think tanks in government decision-making.
