A Study on the Development of China’s National Capacity in the Past 70 Years

新中国成立70年来,中国的国家能力建构取得了重大进展。新中国成立后,逐步确 立了社会主义基本制度,完成了中华民族有史以来最为广泛而深刻的社会变革,为当代中国一切发展 进步奠定了根本政治前提和制度基础,为中国国家治理奠定了坚实基础。进入改革开放新时期,强调 制度成熟定型,形成了中国特色社会主义制度,使国家治理的制度基础更加坚实;通过不断深化改革、 扩大开放,有效地增强了党和国家的活力,增强了市场活力,增强社会了活力。十八大以来,中国共产 党科学回答了“怎样治理中国、怎样治理社会主义社会”这一根本问题,提出了推进国家治理体系和 治理能力现代化的目标,使国家能力建设进入一个崭新阶段。

Over the past 70 years,China has made huge progress in its development of national capacity.After the year 1949,China gradually established the socialist system and completed the most profound social reform in history,laying the basic political and institutional bases for any further development and a solid foundation for its governance.After entering the new period of reform and opening up,China managed to achieve a mature understanding of its social and political system,hence the socialism with Chinese characteristics.This achievement has greatly consolidated the institutional basis for China’s governance.Through continuously deepening reform and expanding opening-up,China has witnessed an enhancement in the vitality of the Communist Party of China(CPC)and the state as a whole,of the market,and of the whole society.Since its 18th National Congress,the CPC has scientifically answered such a fundamental question as to“how to govern China and how to govern a socialist society”and formulated the objective of the modernization of China’s system and capacity for governance,thus advancing the development of national capacity into a new stage.
