摘要
京津冀协同发展是一项重要的国家战略,人力资源是其支撑性条件之一。从政策工具视角对2013—2018年京津冀三地政府出台的区域和地方性人才政策文本进行内容分析,剖析政策目标导向及政策工具类型、数量、内涵等差异。基于X、Y的二维分析框架,对应京津冀协同发展与人才一体化建设要求,从提升人才质量、扩大人才规模、加强人才流动、促进人才效益四个维度,反思三地人才政策实施规律、模式策略与创新机制,评估京津冀人才政策的工具运用与选择偏好。应契合京津冀协同发展的目标,基于“强主导、重定位、深优化、力创新”的路径完善京津冀三地人才政策,在协同发展视角下进行适应性的策略调整。
The coordinated development of Beijing-Tianjin-Hebei region is an important national strategy.Human resourse is one of the supporting bases of this strategy.Based on the perspective of policy instruments,this study primarily aims to compare the orientation of policy goals and differences in the type,quantity and connotation of region policy instruments.In view of the two-dimension framework,which includes quality improving,scale expanding,fluidity strengthening and efficiency promoting,this article reflects the similarities and differences in implementation law,mode strategy and innovation mechanism to evaluate instrument utilization and selection preference of these three regions’talent policy.Consistent with the goal of Beijing-Tianjin-Hebei coordinated development,the talent policy can be improved and perfected and even can be strategically adjusted,based on the“leadership-strengthened,orientation-emphasized,optimization-deepened and innovation-strove”path.
