摘要
采用文献查阅、实地调研等方法,就社会力量投资运营体育场地的政策问题开展研究。结果显示存在以下问题:社会力量投资运营场地难以获得土地使用权;利用公园绿地、废旧厂房等建设场地时难以办理项目用地规划许可手续;缺少利用非体育用地投资运营体育场地的规划建设指引;社会力量投资运营的场地难以享受房产税和城镇土地使用税等优惠政策。为此,对温州市和广州市社会力量投资运营体育场地在用地方面的成功经验进行案例分析,并据此提出加大体育用地的供地力度,鼓励以租赁等多种方式向社会力量供地,细化利用非体育用地投资运营体育场地的用地规划许可手续,制定非体育用地、兼容性用地的规划建设指引,优化现行房产税和城镇土地使用税政策等对策。
Based on literature review and field research,this study explored the problems of the land use policy that nongovernmental sectors run sports venues.The problems are concluded as follows:difficult to access to the right of land use or project license when investing green space and old factory buildings for sports venue construction,lacking in venue planning guidance and the preferential policies of property tax as well as urban land use tax,etc.Based on the successful experience of the nongovernmental sectors to invest in venue in the cities of Wenzhou and Guangzhou,this study offers the suggestions:to increase the land supply for sport,encourage the land supply to nongovernmental sectors in the form of leasing,complete the planning and approval formalities for the use of sports venues with non-sports land,develop the planning guidelines for the use of non-sports land and mixed-use land and optimize the policies of property tax and urban land use tax and other countermeasures.
