大数据背景下侦查协作困境及其突破

On Dilemma and its Breakthrough Countermeasures of Investigation Collaboration under the Background of Big Data

侦查协作是侦查工作特有的一种形式,本为方便侦查工作在不同机关的开展,提升侦查工作效率。随着犯罪形式多样化、犯罪手段隐蔽化、非传统化等不利因素的逐渐增多,大数据战略背景下侦查协作开展出现信息交流壁垒、常态化运行的侦查协作机制缺失、低数据权限下侦查人员惰性思维以及数据分析技术欠缺等理论、技术、实务三个层面的困境。要实现侦查协作常态化、精准化、高效化,需要顺应大数据潮流,从革新侦查思维、审视侦查体制出发,打破数据壁垒,加快数据库及侦查协作运行机制的建设,进而加快实现我国侦查协作工作数据化、智能化,使其能够顺应时代潮流,成功突破自身发展瓶颈,释放侦查机关战斗力,提升公安工作效率。

Investigation collaboration is a unique form of investigation work,which facilitates the development of investigation work in different organs and promotes investigation efficiency.Due to increased adverse factors such as diversified crime forms,covert amd non-traditional criminal means,there are three levels of theoretical,technological and practical dilemma including information communication barriers,lack of investigation collaboration mechanism under normalized operation,investigators’inert thinking under low data access as well as lack of data analysis technology in terms of investigation collaboration in the context of national strategy of big data.In order to achieve normalized,accurate and efficient investigation collaboration,starting from the innovation of investigation thinking and review of investigation system,we need to keep up with the trend of big data,break data barriers,accelerate the construction of database and investigation collaboration operation mechanism to further accelerate our country’s digital and intelligent investigation collaboration,for the purpose of making collaborative work to conform to the trend of times to successfully break through its own development bottlenecks,develop investigation organs’fighting capacity and improve efficiency of public security work.
