按照党的十九大关于建设网络强国、数字中国、智慧社会的战略部署,“十四五”时期上海智慧城市建设应紧紧围绕上海“五个中心”建设的战略目标,以提升民生服务和社会治理能力为重点,以营造创新创业环境为依托,以体制机制创新为保障,进一步巩固信息化建设成效,深入融合利用新兴信息技术,持续推进新型智慧城市建设,为上海实现从“门户”城市向创新型“综合”城市跃升提供重要推动和支撑作用。

According to the strategic deployment of the 19th National Congress of the Communist Party of China on building a network power,digital China,and a smart society,during the“14th Five-Year Plan”period,Shanghai should closely focus on the strategic objectives of the construction of five centers.Focusing on enhancing people’s livelihood services and social governance capabilities,relying on the creation of an innovative entrepreneurial environment,ensuring the effectiveness of informatization construction,further consolidating the use of emerging information technologies,and continuing to promote the construction of new smart cities to provides an important boost and support achieving a“gateway”to the innovative“integrated”city.
