上海自贸试验区新片区是我国在外部战略环境新变化和全球产业发展新趋势背景下推出的特殊经济功能区,承载着重大使命。新片区应紧紧结合上海“五个中心”建设和产业高质量发展的内在需求,聚焦当前在跨境研发和高端制造、转口贸易和离岸贸易、高端服务、数字贸易等产业领域存在的瓶颈问题进行重点突破,精准推进相关制度创新举措落地,以更高水平开放推动高质量发展。

The new area of Shanghai Pilot Free Trade Zone is a special economic function zone launched by China in the context of new changes in external strategic environment and new trends in global industrial development,carrying a major mission.The new area should closely integrate the internal needs of Shanghai’s“five centers”and high-quality industrial development,focusing on current bottlenecks in cross-border R&D and high-level manufacturing,re-export trade and offshore trade,high-level services,digital trade and other industrial sectors.Carry out key breakthroughs,accurately promote the implementation of relevant institutional innovation initiatives,and promote high-quality development at a higher level.
