加强社会民生统计的新思考

New Thoughts on Statistics of Social Affairs from Perspective of Livelihood

民生统计可以在调查方法方面进行创新,如不断完善民生统计抽样框,开展专题民生统计调查,采用多种调查方式相结合的方法等。从民生视角出发民生统计可以完善统计内容,如对社会热点问题和重点工作增加细分指标;增加反映民生新领域的统计指标;增加社会或受助人的主观感受指标;增加反映长期效果指标;增加反映民生工作绩效的评价指标。

The status of statistics of social affairs can be innovative in terms of survey methods,such as continuously improving the sampling frame for people’s livelihood statistics,conducting special surveys on people’s livelihoods,and adopting a combination of survey methods and so on.From perspective of livelihood,people’s livelihood statistics can improve statistical content.For example,increase the sub-index of social hotspot issues and key tasks;increase statistical indicators reflecting new areas of people’s livelihood;increase the subjective feelings of society or recipients;increase the indicators reflecting long-term effects;and increase the evaluation indicators that reflect the performance of people’s livelihood work.
