用能权有偿使用和交易试点进展分析

用能权有偿使用和交易有利于发挥市场在资源配置中的决定性作用,促进能源消费结构优化,提高能源利用效率,促进完成能耗总量和强度“双控”指标。浙江省、河南省、福建省、四川省四个试点地区根据各省实际情况开展了用能权有偿使用和交易实践,在制度与系统支撑、交易机制设计等方面开展了各具特色的工作,其中浙江省和福建省均于2018年底正式启动了全省用能权交易工作,取得了初步的成效。
