发展非急救医疗转运服务是消除日益猖獗的“黑救护车”现象的有效之举,只有打好组合拳才能促进这一新生事物健康、科学、有序发展。为此,一要明确坚定不移地走市场化、多元化、规范化、专业化的发展道路;二要扎扎实实搞好非急救医疗转运服务的体系建设与机制建设;三要鼓励扶持具有示范带动作用的先行者做大做强。通过多措并举有效缓解供需矛盾,以期尽快实现彻底消除“黑救护车”现象的预期目标。

“Fake ambulance”has become an increasingly problematic phenomenon in our city.It is important to take a series of combined countermeasures,especially the establishment of non-emergency medical transportation(NEMT)services to ensure a healthy,scientific,and orderly development of NEMT.These measures include adherence to the principles of marketization,diversification,standardization;establishment of relevant systems and mechanisms of NEMT;and encouragement and support to the pioneering institutions/companies as a role model.The combination of multiple countermeasures can effectively resolve the contradiction between supply and demand of first-aid resources and thus completely eliminate the fake ambulances as soon as possible.
