安徽省公共服务水平动态综合评价研究——基于全省2012-2017年的面板数据

A Study on the Dynamic Comprehensive Evaluation of Public Service Level in Anhui Province——Based on the Panel Data of the Whole Province from 2012 to 2017

通过构建安徽省公共服务水平评价指标体系,选取全省16个地级市作为评价对象,以2012-2017年的面板数据为样本,运用熵值法进行客观评价,评价结果显示:从整体上来看,各市综合指数处于下降和上升的波动状态,还存在较大的提升空间,平均综合指数较高的依次为合肥市、黄山市、铜陵市、芜湖市和马鞍山市,最低的三个市分别为淮南、宿州、淮北;从划分区域来看,安徽省地方政府公共服务水平自“皖北—皖中—皖南”依次上升,并且区域内部存在明显差异;从历年的综合指数排序来看,合肥市、淮北市、黄山市最为平稳;从影响因素来看,科学技术与教育占权最高,公共卫生影响偏低。因此,安徽省各地方政府应当积极采取相应措施,逐步缩小区域公共服务水平差异,助力我国社会主义现代化建设。

A survey is made among 16 cities from 2012 to 2017 to make dynamical comprehensive evaluation by using entropy method after building public service level evaluation index system.Results show that on the whole,municipal comprehensive index floats up or down,there is a big room to improve,the average comprehensive index is higher in turn for Hefei,Huangshan,Tongling,Wuhu,Maanshan,the lowest three city turn for Huainan,Suzhou,Huaibei;from the perspective of regional division,the public service level of local government rises successively from the north to the south in Anhui province,and there are obvious differences within the regions;according to the ranking of comprehensive index over the years,Hefei,Huaibei and Huangshan are the most stable;in terms of influencing factors,science,technology and education have the highest proportion,while public health has the lowest influence.Therefore,the local governments in Anhui province should actively take corresponding measures to gradually narrow the regional differences in public service level and help China's socialist modernization.
