天然气处理站重大突发性事件情景构建研究

摘要 重大突发性事件情景构建是当前公共安全领域最前沿科学问题之一。文中基于底线思维,通过现场调研、资料整理分析、研讨和后果量化风险分析(QRA)等方法,建立了某气田处理站装车区液化石油气槽车充装作业过程中液化石油气泄漏、火灾爆炸事故的情景模型,确定孕育、发生、扩大、爆发、应急结束、恢复6个演化过程,核算火灾热辐射强度半径、爆炸冲击波过压半径,以确定可能影响的范围和程度,保证推演过程的合理性,推算可能造成的环境影响、财产损失、人员伤亡等后果,提出具有针对性和实效性应急培训和演练提供重要参考,节约部分应急演练所需的水、电、人力和财力等资源,对同类重大突发事件风险的应对也具有一定示范意义。 planning scenario of significant event is one of the cutting edge science in the field of safety.The bottom line philosophy of this article is to establish the scenarios of liquified petroleum gas leaking,fire case and explosion,etc.in the LPG loading station of a gas field through site investigation,data collection and analysis,study and quantitative risk assessment.It defines the scenarios evolution phases of breeding,occurrence,outspreading,bursting and emergency termination,etc.It simulates the thermal radiation radius,explosion overpressure radius to define the potential influence,then to deduce the consequence of potential environmental impact,property loss,casualty,etc.to raise recommendations for improvement in emergency training and drills.Water,electricity,human and financial resources needed for emergency drills can be saved.It has some meanings in the prevention of a potential even by examples.
