上海基础教育改革与发展的成功经验——兼论上海一流教师队伍的建设

摘要 上海学生在连续两轮PISA测试中取得优异成绩。从我国基础教育改革与发展的宏观背景下审视上海基础教育的成功因素,可以发现上海基础教育系统的成功因素包括:社会经济发展机遇推动基础教育变革;“海派文化”与教育改革精神相辅相成;立足人的全面发展推动基础教育改革走向纵深;弘扬教师学习文化提升教育系统的活力。建设高素质的教师队伍是上海基础教育成功的关键因素,上海通过“为教师专业发展提供有力的支持、以学生发展为导向提升教师的专业能力、以课程改革推动教师实践范式的改革、实现优质教师资源的均衡化分布、以教师的终身学习提升教育系统的活力”这五条路径为基础教育系统转型和内涵式发展提供支持。 Students from Shanghai have performed top in two consecutive years in the world’s league table according to PISA.It can be concluded through analyzing the process of China’s education reform process that Shanghai’s success lies in four aspects:the education development and reform is aligned to social and economic development;Shanghai’s culture is consistent with the tendency of China’s education reform;Shanghai promotes in depth the reform of the basic education system;teacher learning culture is highly appreciated in Shanghai schools.Because cultivating the high-quality teachers is essential for the development of basic education system,Shanghai takes actions to promote teacher professional development system,to advocate student-oriented teaching and learning,to promote transformation of teacher practice through curriculum reform,to realize the equal allocation of the resources of excellent teachers among schools,and to advocate lifelong learning practice among teachers.These five measures support the systematic transformation and intensive connotative development of Shanghai’s basic education system.
