中国共产党社会救助工作的探索与实践——以东北解放区为例

Exploration and Practice of the Social Assistance Work of the Communist Party of China——Taking the Northeast Liberated Area as an Example

鉴于东北解放区在全国解放战争中所具有的全局性的战略地位,中国共产党迫切地需要开展社会救助工作来赢得东北人民的民心、巩固东北解放区政权以及促进东北解放区经济的恢复和发展。为此,中国共产党注重发挥社会组织的救助功能,因地制宜地制定配套的救济措施以及做好军人的优恤救助工作,为中国共产党解放的第一个大区改善民生、城市的恢复和建设奠定了基础。东北解放区社会救助所具有的高覆盖率与低水平相结合、行政立法与思想动员相结合以及正确处理社会救助与革命战争关系的三个特点,为建国后的社会救助工作提供了宝贵的经验。

In view of the overall strategic position of the Northeast liberated area in the national liberation war,the Chinese Communist Party urgently needed social assistance work to win the hearts of the northeastern people,consolidate the regime of the Northeast liberated area and promote the economic recovery and development of the Northeast liberated area.To this end,the Chinese Communist Party gave full play to the relief function of social organizations,took appropriate relief measures according to local conditions,and did a good job in military compensation and relief work,laying a foundation for the people's livelihood improvement,the cities’restoration and construction in the first big liberated area by the Chinese Communist Party.The combination of high coverage and low level,the combination of administrative legislation and ideological mobilization and the correct handling of relationship between social assistance and revolutionary war provided valuable experience for the social assistance work after the founding of the People's Republic of China.
