安徽省农村社会组织监管机制改革研究

Research on the Reform of Rural Social Organization Supervision Mechanism in Anhui Province

农村社会组织介入基层社会治理逐渐成为社会关注的热点。安徽省农村社会组织在基层社会治理中扮演越来越重要角色的同时,农村社会组织监管存在监管力量严重不足、监管主体责任不清、现行法律法规陈旧、信息处理机制不健全等问题。有鉴于此,应当从加强党的思想建设、组织独立性、人力资源管理、信息处理和披露制度以及强化产权治理、构建立体农村社会组织网络体系等多层面、多角度入手,改革安徽省农村社会组织监管机制,保障其有效介入基层社会治理。

The involvement of rural social organizations in grass-roots social governance has gradually become a hot topic of social concern.While rural social organizations in Anhui Province play an increasingly important role in grass-roots social governance,there are many problems in the supervision of rural social organizations,such as the lack of supervision power,the unclear responsibility of the supervisors,the outdated laws and regulations,and the imperfect information processing mechanism.In view of this,we should reform the supervision mechanism of rural social organizations in Anhui Province from various aspects,such as strengthening the Party's ideological construction,organizational independence,human resources management,information processing and disclosure system,strengthening property rights governance and building a three-dimensional network system of rural social organizations,so as to ensure their effective participation in grass-roots organizations.
