我国社会保障发展轨迹及其演进逻辑——基于13个“五年计划/规划”的分析

The Development Track of China’s Social Security and Its Evolution Logic: Based on analysis of 13 five-year plans/plans

《国民经济和社会发展五年计划纲要》是我国经济发展和社会发展的发展蓝图,以五年为一个周期,对我国经济和社会的各个方面作出规划部署。通过对五年规划中社会保障相关名词的词频统计和相关内容的分析,可见社会保障发展轨迹和演进逻辑。随着五年规划的内容从主攻经济建设到经济建设和社会建设并重的转变,社会保障由经济建设的辅助工具到成为社会建设中的重要组成部分,由此亦可见社会保障得到越来越多的重视。从五年规划对社会保障制定的各项目标和发展要求中,可以看出社会保障体系和制度在近30年的发展中逐步得以建立和完善。结合五年规划和当今国家的发展理念,亦可以看到社会保障未来发展的方向和理念。

Five-Year Plan for National Economic and Development Society is to develop a blueprint for economic and social development of our country,for a period of five years,for Planning and deployment of all aspects of China's economy and society.Through the word frequency statistics and content analysis of social security related nouns in the Five-year Plan,we can see the track of development and evolution of social security.As the content of the Five-year Plan shifts from the economic construction to economic and social construction,social security is an important part of social construction from the auxiliary tools of economic construction,which shows that social security is getting more and more attention to it.From the Five-year Plan for the development of social security goals and development requirements,it can be seen that the social security system have gradually been established and improved in the development of nearly 30 years.Combined with the Five-year Plan and the concept of country's development we can also see the direction and concept of social security in future development.
