论国际民族义务的“硬化”及其法律价值

On the “Binding Force” of International National Obligations and Its Legal Value

国际民族义务的“硬化”主要表现为调整国际民族关系的义务规则、义务制度的约束效力的强化,具有比较明显的触动国际法的“软法”特性、促进国际法实施机制的变革、调适国际民族权利义务关系,以及维护和平与安全的国际秩序的法律价值。

The“binding force”of international national obligations is mainly manifested in the strengthening of the binding effect of the rules and systems of obligations for adjusting international national relations.It has obvious characteristics of“soft law”which touches international law,promotes the reform of the implementation mechanism of international law,adjusts the relationship between international national rights and obligations,and maintains peace and security.
