实施中国特色高水平高职学校和专业建设计划是我国政府基于对高职教育现状与特征的全面认识所作出的一项重要部署,“双高计划”也是现阶段推动高职教育持续深化改革、强化内涵建设的主要项目。高水平高职院校建设在建设对象、建设原因与建设思路上体现出了理念的演进。高水平高职院校的建设价值体现在能够弘扬中国特色、契合现实需要、吸引多元主体。高水平高职院校建设需要完善产教融合机制,创新产教运行模式,以平台搭建保障项目落地;需要完善协同推进机制,明晰各方权责定位,以内外联动维持项目运作;需要完善多元投入机制,打破拨款模式壁垒,以多元融资渠道支持项目发展;需要完善评估机制,构建合理验收标准,以质量杠杆驱动项目优化。
