“芙蓉工匠”成长发展的政策支持系统构建 被引量:4

摘要 完善的职业教育政策支持系统是保障高技能人才健康成长发展的先决条件。通过对具有湖湘文化与工匠精神双重特质的“芙蓉工匠”进行成长轨迹分析发现,当前湖南高技能人才成长普遍存在培养政策缺失、任用程序混乱、考核制度过时、晋升政策失效等问题,已经严重阻碍高技能人才自我价值实现。据此,以国家现有高技能人才发展政策为基础,结合高技能人才成长发展规律与湖南地域特色,提出“芙蓉工匠”成长发展政策支持系统应从培养、任用、考核及晋升四个层面入手。其中,芙蓉工匠培养政策包括界定培养目标、确定培养内容与优化培养方式。任用政策包括制定任用标准、规范任用程序及调整任用模式。考核政策包括完善法律保障体系、动态调整评价内容与科学建立分类评价机制。晋升政策包括建立多元薪酬体系、健全“双职”晋升制度及完善内部培训制度。通过上述分析,以期为全国技能人才成长发展提供借鉴。 A sound vocational education policy support system is a prerequisite for ensuring the healthy growth and development of highly skilled personnel.Through the analysis of the growth trajectory of the"Furong Craftsman"with the dual characteristics of Huxiang culture and artisan spirit,it is found that there are many problems in the current growth of high-skilled talents in Hunan,such as the lack of training policies,the confusion of appointment procedures,the outdated assessment system and the invalidation of promotion policies,which have hindered the self-realization of high-skilled talents.Based on the problems and existing national high-skilled talent development policy,combined with the growth and development of high-skilled talents and Hunan's regional characteristics,this paper proposes that the"Furong Craftsman"growth and development policy support system should start from four levels of training,appointment,assessment and promotion.Among them,Furong artisan training policy includes defining training objectives,determining training content and optimizing training methods.The appointment policies include the formulation of appointment criteria,standardizing appointment procedures,and adjusting appointment patterns.The assessment policy includes improving the legal guarantee system,dynamically adjusting the evaluation content and establishing a classified evaluation mechanism scientifically.The promotion policy includes the establishment of a multi-remuneration system,the improvement of the"double-duty"promotion system and the improvement of the internal training system.Through the above analysis,it is expected to provide reference for the growth and development of national skilled talents.
