New R&D institutions develop based on following the laws of scientific research.They need to take into account the market competition law,take market as orientation,innovation as motive,and industrialization as the development goals,promote the linkage of scientific discovery,technological invention,and industrial development,and form a good situation in which scientific breakthroughs and economic development go hand in hand.As a leader in the construction of new R&D institutions,the development of Jiangsu and Guangdong reflects the general development commonality of new R&D institutions,such as the diversity of institutional organization framework,the frontier of R&D direction,the high efficiency of R&D activities,the loosening of development policy environment,and the characteristic institutional development methods,but there are also deficiencies such as imbalance in regional development,vague definition standards,lack of hematopoietic mechanisms,and excessive talent introduction.In practice,it is necessary to balance organization layout,clarify institutional positioning,form policy synergies,improve fund management and converge high-end talents to promote the development of China's new R&D institutions,and promote sustainable economic and social development.
