Cause Analysis and Countermeasures of Wind and Photovoltaic Curtailment in China

在中国经济步入中高速增长的新常态背景下,弃风、弃光问题日益凸显。分析了对于可再生能源消纳电源、电网、负荷方面的客观限制因素,进一步分析了发生大规模弃风、弃光现象背后的深层次利益博弈关系。在系统梳理近年来我国出台的解决弃风、弃光问题的相关政策以及煤电控制政策的基础上,提出了进一步缓解弃风、弃光问题的对策与建议。

Along with China Economy entering into the normal phase characterized middle to high speed growth,the wind and photovoltaic power curtailment has become escalating prominent.This paper analyzes the limited factors on the aspect of power source,network and load,further analysis the underlying interest game behind the large scale of abandoning wind and photovoltaic power. On the basis of combing thepolicies of the renewable energy consumption and coal-based power controlled, offered several countermeasureson further mitigating wind and photovoltaic curtailment.
