基层对环保机构体制改革的思考

Reflections on the Reform of Environmental Protection Institutions at the Grass-roots Level

当前,基层对环保机构体制改革存在一些顾虑。本文结合实际情况,分析了基层环保机构工作存在的问题,从多个角度分析了基层的顾虑,即干部流动途径的收窄性变化、环保行政管理部门运行的稳健性、运行经费成为单一资金来源以及团队信任文化的快速建立。最后阐述了基层对环保机构体制改革存有顾虑的思考,旨意在为相关研究提供参考。

At present,there are some concerns about the reform of environmental protection organization system at the grass-roots level.Based on the actual situation,this paper analyzed the problems existing in the work of grass-roots environmental protection organizations,and analyzed the concerns of grass-roots units from various perspectives,namely,the narrowing of the cadre flow path,the robustness of the operation of environmental protection administrative units,the fact that operating funds become a single source of funds and the rapid establishment of team trust culture.Finally,this paper elaborates the thinking of grass-roots on the reform of environmental protection organization system,aiming to provide reference for relevant research.
