公平与效率视角下金融精准扶贫政策分析——以河北省L县为例

Analysis of Financial Precision Poverty Alleviation Policy from the Perspective of Equity and Efficiency——Taking L County of Hebei Province as an Example

随着社会经济的发展,国家将“大水漫灌”的粗放型扶贫政策转为“精准滴灌”的精准扶贫政策,这是对以往扶贫工作制度的修补和完善,更是国家和政府新时期工作的重点。而金融政策在精准扶贫工作的开展中发挥着不可替代的作用,以L县为例,从社会角度、区域角度和可持续发展角度对金融扶贫政策的公平性进行分析,从金融扶贫政策取得的效果进行效率分析,进一步指出金融扶贫政策的局限性,提出在公平与效率视角下金融扶贫政策优化的措施,从而有利于以后国家金融扶贫政策的开展。

With the development of social economy,the state has turned the extensive poverty alleviation policy of“big flood irrigation”into the precise poverty alleviation policy of“precise drip irrigation”.This is the repair and improvement of the previous poverty alleviation work system,and it is also the focus of work in the new era of the state and the government.Financial policy plays an irreplaceable role in the development of precision poverty alleviation work.Taking L County as an example,this paper analyzes the fairness of financial poverty alleviation policies from the perspective of society,regional and sustainable development,and analyzes the efficiency of financial poverty alleviation policy,it further points out the limitations of the financial poverty alleviation policy,and proposes the optimization of financial poverty alleviation policy from the perspective of equity and efficiency,which will be beneficial to the future development of national financial poverty alleviation policies.
