江苏省政府培育体育社会组织的实践及路径优化

Jiangsu provincial government cultivating sports social organizations: practice and path optimization

江苏省政府通过顶层设计、强化政策驱动等措施,逐步形成体育社会组织培育发展以“制度改革、培育扶持、能力建设以及综合监管”4方面为重点的“创新工程”。江苏省体育社会组织面临自身发展能力不强,导致体育社会组织脱钩后运行困难;准入制度的约束,限定体育社会组织竞争活力和资源吸纳能力;行政资源的“路径依附”,导致政社分开“双重”受阻;监管手段的乏力,造成体育社会组织管理“真空”与“失灵”等问题。体育社会组织培育发展的路径优化策略应廓清政社职能边界,推行体育社会组织职能清单制度并形成配套扶持政策,建立开放性的体育社会组织准入制度以及“政社互动、合作共治”制度,同时明确监管关系,建立科学合理的综合监管制度。

By taking measures such as top level design and intensifying policy driving,Jiangsu Provincial Government has gradually formed“innovation projects”for sports social organization cultivation development,mainly in such 4 aspects as“system reform,cultivation support,ability building and comprehensive supervision”.Social sports organizations in Ji-angsu province are facing the following problems:their own development ability is not strong,which causes their running difficulties after separation;admittance system restraint limits their competition vitality and resource absorption ability;“path dependence”on administrative resources,“double”suffering in the separation between government administration and social organization management;the weakness of supervision means tends to cause the“vacuum”and‘failure”in so-cial organization management.Sport social organization cultivation development path optimization strategies should clar-ify the boundary between governmental functions and social functions,implement the sports social organization function list system,and form matching support policies,establish an open sports social organization admittance system and a sys-tem characterized with“government and society interaction and cooperative governance”,and in the mean time,specify supervision relationships,and establish a scientific and rational comprehensive supervision system.
