大型体育赛事承办中的城市生态风险识别及防范策略研究——基于不同利益相关者的视角

Identification and Prevention Strategy of Urban Ecological Risk in Large-scale Sports Events: Based on the Different Stakeholders Perspective

采用文献资料、数理统计、逻辑分析等方法,依据利益相关者理论,对大型体育赛事诱发的生态风险和不同利益相关者对生态风险认知现状进行调查。认为,大型体育赛事承办诱发的生态风险主要分为城市生态空间占用性风险、资源能源无序利用过度消耗的风险、环境污染问题集中爆发的风险、生态失衡引发的风险。不同利益相关者生态风险的认知现状调查分析表明,共同点是利益相关者群体对环境污染问题集中爆发的风险变量提及数量最多,不同点是城市居民关注身体健康,经济活动者则关注的是国家政策的制定与实施。完善的风险防范政策、减少环境污染、加强企业环保治理、适当控制人口规模是城市生态系统稳定的核心要素,核心要素管理情景模拟结果显示,能有效提高赛事举办城市生态系统稳定性。结合生态系统管理情景模拟结果和区域生态风险管理理论,构建基于不同利益相关者视角下大型体育赛事承办中的城市生态风险防范行动者网络,最终实现赛事举办城市生态环境的可持续发展。

Using literature,mathematical statistics,logic analysis and other methods,according to the stakeholder theory,the ecological risk induced by large-scale sports events and the status quo of different stakeholders'ecological risk perception were investigated and analyzed.The ecological risks induced by large-scale sports events are mainly divided into urban ecological space occupation risk,the risk of excessive consumption of resources and energy,the risk of concen trated environmental pollution,and the risk caused by ecological imbalance.According to the survey and analysis of the cognition status of different stakehold ers'ecological risks,the common point is that the risk variables of the stakeholder group's concentrated outbreak of environmental pollution problems are the most mentioned.The difference is that urban residents pay attention to physical health,while economic activists pay attention to them.It is the formulation and implementation of national policies.Perfect risk prevention policies,reducing environmental pollution、strengthening corporate environmental governance and appropriately controlling population size are the core elements of urban ecosystem stability,the simulation results of core factor management scenarios show that the stability of the host city ecosystem can be effectively improved.Combining the ecosystem management scenario simulation results and the regional ecological risk management theory,the ecological environment risk management system in the large-scale sports events under the pre-competition risk assessment preven tion,Constructing a network of urban ecological risk prevention actors based on the participation of large-scale sports events based on different stakeholders,and finally achieving the sustainable development of the host city ecological environment.
