政策工具视角下建立现代医院管理制度政策量化分析

Quantitative Analysis of Policies for Establishing Modern Hospital Management System from the Perspective of Policy Tools

目的了解和分析我国各省份在现代医院管理制度建设中政策工具的选择和应用情况,探究政策工具在使用上的侧重点和不足,为政策的进一步优化提出有针对性的参考建议。方法广泛检索各省级政府关于建立现代医院管理制度的政策文件,在Schneider与Ingramm政策工具划分理论的指导下,综合政策文本的特点,架构了一个三维政策分析框架。运用Excel2016对政策工具进行编码、归类和分析。结果通过对29个省级层面政策文件的梳理和分析,发现不同的政策工具使用频次不均衡、不同地域政策工具使用趋同,治理层级在政策应用的关注程度与作用方式有所差异。结论建议注重加强部门统筹合作,形成建立现代医院管理制度的合力。不同地区应结合实际情况制定相关政策,以适宜的政策工具促使政策目标的达成。

Objective To understand and analyze the selection and application of policy tools in the construction of modern hospital management systems in various regions in China,to explore the focus and shortcomings of policy tools,and to provide suggestions for further optimization of policies.Methods Making an extensive search on policy documents of provincial governments about the establishment of modern hospital management system.Under the guidance of Sch neider and Ingramm tool,a three-dimensional analysis framework was established.Excel 2016 was used to code,cate gorize and analyze the data.Results Through combing and conducting analysis of 29 provincial-level policy documents,it is found that the use of different policy tools is uneven,and tool use tends to be consistent in different regions.There are differences in the degree of governance and the mode of action in policy application.Conclusion It is suggested that depart ments should strengthen co-ordination to form a joint force for establishing a modern hospital management system.Different regions should formulate relevant policies according to the actual situation to promote the achievement of policy objectives with appropriate policy tools.
