Empowerment, Constraint and Identity Construction: The Logic of Micro-governance in the New Era

微治理作为全新的社区治理理念,为解决接连变化的基层社会需求,满足各社区群体利益而诞生,其将成为新时代中国边缘革命的突出代表,成为国家治理体系和治理能力现代化的重要内容。将城市微治理置于全球资本竞争与中国城市治理的情境中,它是落实行政任务与增强社会韧性两个维度交织和相互塑造的过程;作为国家治理的工具,基层政府和社区通过微治理向居民赋权,激活社区内部治理的微循环,以落实日益激增的行政任务;同时,微治理潜在地构建着陌生人之间的社会韧性、情感及其政治、社会和文化身份。

Urban micro-governance is the representative of China’s fringe revolution and will become an important part of the modernization of national governance system and governance capacity in new era.In the context of global capital competition and China’s urban governance,under the framework of empowerment and constraint,this paper studies the internal logic of micro-governance.It concluded that urban micro-governance was the process of interweaving and shaping of implementing administrative tasks and strengthening of social resilience to build identity.As a tool of national governance,grassroots governments and communities designed micro-incentives to empower residents,and to activate the micro-circulation of community internal governance and to implement the explosive administrative tasks.At the same time,micro-governance potentially constructed the social resilience,emotions and political,social and cultural identity of strangers.
