地方政府促进科技成果转化的财政政策研究——基于上海市46份政策文件的量化分析

Research on the Financial Policy of Local Government to Promote the Transformation of Scientific and Technological Achievements——Quantitative Analysis Based on 46 Policy Documents in Shanghai

文章采用内容分析法对地方政府促进科技成果转化的财政政策进行量化分析。选取上海市政策文件46份作为样本,通过遴选样本、政策梳理及分析类目设计等步骤,对政策来源、政策工具、政策着力点和政策作用对象进行深入分析,发现政策体系中“政出多门”和“部门协调”的情况同时存在、政策工具落实细则不足、政策着力点目标导向而实操性不强、不同类型的财政政策尚未形成合力等问题。针对财政政策的突出问题,从政策体系角度提出相关优化建议。

This paper uses content analysis method to quantify the fiscal policies of local governments to promote the transformation of scientific and technological achievements.Selecting 46 Shanghai policy documents as samples,through the selection of samples,policy sorting and analysis of the design of categories and other steps,the source of policy,policy tools,policy focus and policy targets are analyzed in depth.It is found that there are many problems in the policy system,such as“multi policy”and“department coordination”,insufficient implementation details of policy tools,weak practicality of policy focus and goal orientation,and the lack of synergy of different types of fiscal policies.In view of the prominent problems of fiscal policy,this paper puts forward relevant optimization suggestions from the perspective of policy system.
