中国共产党的领导作为中国特色社会主义最本质特征和最大优势,具有深厚的科学基础和充分的现实依据。中国共产党作为最高政治领导力量,是在历史中形成并由宪法一以贯之规定的。习近平总书记关于坚持和加强党的全面领导的重要论述揭示了党的全面领导的深刻寓意和丰富内涵。一是加强党的政治领导、思想领导和组织领导,体现领导力、引领力、组织力、号召力;二是党对一切工作的领导,要体现到治国理政的实践和国家政权的机构、体制、制度的安排和运行中,确保党的领导全覆盖;三是党的长期执政必须以全面领导为基础,党的理想信念的引领作用、党的全面建设的基础作用、党的性质和宗旨的决定作用,都在支撑着党的长期执政和全面领导。

As the most essential feature and the biggest advantage of socialism with Chinese characteristics,the CPC’s leadership has a profound scientific foundation and a sufficient realistic basis.The CPC’s position as the supreme political leading force is formed in history and prescribed in the Constitution.These important discourses have disclosed the deep implications and enriched connotations of the Party’s comprehensive leadership.First,the Party’s political leadership,ideological leadership and organizational leadership must be strengthened to show its forces in leading,guiding,organizing and appealing.Second,the Party’s leadership over all and every work must be embodied in the practice of governance as well as the arrangement and running of the organs,systems and institutions of the state power,and the all-around coverage of the Party’s leadership must be ensured.Third,the long-term governance of the Party must be based upon its comprehensive leadership,and the piloting function of the Party’s ideal and faith,the foundational function of the Party’s comprehensive building,and the decisive function of the Party’s nature and tenet are all supporting the Party’s long-term governance and comprehensive leadership.
